Gold Rush Abolitionists The California Movement to Emancipation When the United States Supreme Court ruled in the Dred Scott decision in 1857 that black Americans had “no rights that a white man need respect,” California’s small African-American population was already on the front line of the battle for equality and justice. Today, the California Legislative Black Caucus continues a “ commitment to excellence in education, caring for our youth, honoring our history, supporting poor women and children, preventing housing discrimination, and extending legal and civil rights protections to persons regardless of race, religion, national origin.”
